Biography
After the soldiers burst into the Heil-Ly offices in Tier 3, Otocin asks Corporal Gipper to prepare a strategy against possible Nen users. Gipper ignores this term; Otocin explains that this is a dangerous power spreading to Tier 1 and speculates that this threat explains Tserriednich's apparent inaction.
Otocin reveals he has the information from Borksen, temporary Hunter assigned to the royal quarters. Gipper decides to request his transfer as advisor, then threatens to gouge out Otocin's eyes if he shortens the prince's name again. Otocin, however, continues to use the nicknames “Tserried” and “Tserri”, much to the annoyance of his superior.
With Momolly and their friends, Otocin analyzes Tserriednich's behavior and Morena's rebellion. He believes that she would not have challenged the prince without a plan, and that their former comrade must ask himself if he really wants to pursue this path. Despite his provocative humor, Otocin prefers to remain a simple soldier to maintain the freedom to speak frankly to Tserriednich.
When Borksen joins the group, she confirms that Theta is secretly teaching Nen to the prince and compares this power to a classified weapon. She blames Otocin for having caused her transfer; he argues that the soldiers needed this information and that their early warning system could thus be established.
Otocin then participates in the meeting with representatives of the Xi-Yu and Cha-R families. The group seeks to capture Morena without attracting the attention of the royal army or the police, while cooperating with the mafias to search Tier 3.
On the twelfth day, after the funeral procession from Halkenburg passed near the general hospital, Otocin found Momolly and their friends. They discovered that Borksen had not given any sign of life for about thirty minutes. Otocin fears that the Heil-Ly has kidnapped her and manipulated her by Nen in order to use her against Tserriednich, but a corporal disperses the group before they can act.
ABILITIES & POWERS
A trained soldier, Otocin stands out above all for his quick wit, his provocative humor and his quick understanding of political issues. Although he has not mastered Nen, he early on identifies this threat as more dangerous than a gun, obtains Borksen's early transfer, and correctly envisions that the Heil-Ly could use Manipulation.
Handgun authorized by Gipper for discreet search of Tier 3, so as not to attract the attention of the royal army and the police.
